Spain's AgriPV Policy Shift: A New Dawn for Solar in Agriculture

In a significant policy update, Spain has revised its National Common Agricultural Policy (PAC) to include agrivoltaic (agriPV) systems under its subsidy framework. This change, enacted via Royal Decree 1048/2022, aligns with broader EU efforts to integrate renewable energy into agricultural practice—without compromising land eligibility for farming support.

Under the new rules, land hosting agriPV installations will continue to qualify for PAC subsidies, signaling strong governmental support for the co-use of land for solar energy and crop production. This is a clear step toward enhancing rural economic resilience, supporting energy sovereignty, and promoting climate adaptation.

The Spanish Photovoltaic Union (UNEF) has welcomed the decision, noting it as a “milestone” that will benefit both agricultural productivity and solar deployment. As Martín Behar Kölln, Director of Research and Regulatory Affairs at UNEF, stated, this integration will help “increase farm incomes, climate resilience, and energy sovereignty.”

This forward-thinking approach contrasts with recent restrictions in Italy and the U.S., where agricultural land has been excluded from certain renewable energy programs. Meanwhile, studies from Fraunhofer ISE in Germany suggest enormous potential—up to 500 GW of agriPV capacity on suitable land.
